The Suns have their pick (if it falls in the lottery). So not this year at least.
And for all the griping about "lottery rigging" in the past, it would pale before the utter poopstorm that would break out if the Lakers won the lottery with a <1% chance.
It's not even <1% chance though, it's exactly 0%. If it's a lottery pick , it goes to the Suns. Guaranteed. If it's not a lottery pick, it goes to the Cavs. Guaranteed. They won't get a 1st round pick no matter what.

I think the Cavs just have the right to swap picks (and the Cavs can do so using Miami's pick), but even if they swap I think the new pick will still end up in Phoenix. So it appears Phoenix will probably get the last pick in the draft from the Lakers.
