Why Foul on the Out of Bounds Play Was Not a Technical Foul

They made the right decision at the time because the foul was called after the ball was released.  Should they have made the call sooner?  Maybe.  The Celtics have been on the wrong side of calls like that so many times I don't feel bad if it was a bad call.   Like has been said, look at the calls at the end of game 1.
