Any chance we could either trade for Lamar or potentially sign D. West as a free agent?  Maybe Lamar for the Clippers Pick & Avery Bradley?  Dont know if that would get it done, but also have no idea what the Hornets would want with him

no way to make that work financially; plus, based on the trade it's obvious the hornets want to be competitive now, so unless somebody really blows them away i imagine they'll keep lamar.

So, if David West wants a better than MLE contract, who would he have to sign with?

There is Indiana and New Jersey. Anyone else with cap space who is pursuing West?

i don't think he'd have to look further than indiana or new jersey.
