Wow, someone gave Livingston more than the minimum? That is real hit and hope signing.
He played well at the end of the year for the Wizards. It's an upside play, but a solid one. Livingston can flat out defend the point, and clearly Brown is building this team to win on that side of the floor. Would I be expecting 35 minutes a night from him? No - though his knee might be all the way back from that horrible injury.
