Hmm...  Probably Kraft, because he's been the most successful.  But, it's hard to say.  All three franchises have pinched pennies at times.  The Red Sox, for instance, sold off Mookie.  The Patriots walked away from Tom Brady when he still had plenty left in the tank.

Give me Steve Balmer.  He's not as obnoxious as Dan Gilbert or the Buss family, and he's willing to pay through the nose for a contender.

Yeah it’s a hard decision, Kraft doesn’t have to deal with a soft cap so you don’t know if he’d be willing to spend…and FSG would most likely be too tight to be a perineal luxury tax team.

I’m not a huge Balmer fan, I do appreciate his willingness to spend but I don’t like his level of interference and Mark Cuban like buffoonery.

If I had to pick the best owner in the league, IMO it’s Robert Pera. The guy is very smart, loves basketball, young and he’s up there with Balmer in net worth.

If the options are just the 3 above, I'm not sure i see a reason to sell out Wyc & Steve.

The fans. The Packers are the perfect example in the US. There are plenty of examples overseas as well. I assume it's not allowed by the league (?), but if we are talking about the optimal/ideal situation, that's what I'd want to see.

a trust managed by a non-profit whose only objective is to "maximize winning and fan entertainment with due consideration to championships, consistency, and sustained success" or something like that.

The more mature Dan Gilbert we've seen the last few years.
