There's no set process, really.  The only set in stone criteria is unanimous approval of the staff.  Other than that, factors include length of time on the blog, activity level, demeanor, contributions to the blog, insight, disciplinary record, voting for the CrotorNats etc.

You forgot about willingness to drive hundreds of miles to get the donuts the rest of the Mods really want.
