I guess there's no real way of us knowing when the actual tipoffs are, but I know that I wrote the rule with the intention that it meant the scheduled game start time, since this is much easier to plan ahead for. 

So, let's allow the PP pick, and I'll change the rule wording to reflect the NBA scheduled start time (not the actual tip).
