Welcome back to the 3rd Annual Celticsblog 30 Team NBA Draft. This draft is a 30 team personnal where all players from the NBA & Overseas are dumped into a talent pool and owners select their teams from scratch.  Following a 15 round draft and brief free agent/waiver period, we will conduct team press conferences where each owner will present their completed rosters to the rest of the blog.  Following that, there will be votes conducted in a variety of categories such as "Best Win-Now Team" and "Team of the Future".  We will also vote for the best 8 teams in each conference and then conduct a "playoff system" voting to determine league champion.

Before we begin, there are some rules that team owners should be aware of and are expected to abide by.

Section One: Draft Rules

1) In order for a player to be eligiblbe to be drafted, the player must be an active NBA player, an active NBDL player, or an active overseas player.  High school and college players are ineligible to be drafted.  Retired players are eligible to be drafted if there is recent indication that the player is contemplating a return to either the NBA, NBDL, or .  This can be achieved by illustrating news dated within the past 60 days.  If you wish to draft a retired player and there is no recent news, you can still appeal the player to the Commissioner for review.

2) In regards to overseas players, it should be noted that you are drafting the "rights" to that player, however, if they are under contract to a team in a foreign league, then they're staying there unless real news can be provided illustrating a buy-out is in the works. (Same 60 day rule from retired player rule applies here)

3) The draft will start on Monday, July 20th @ 9:30am and there will be a 10 minute interval before picks.  There will be a morning draft session and an afternoon session with a break between sessions.  The first 5 rounds will be conducted in Week One while the remaining 10 rounds will be conducted during Week Two.  The draft will end on Friday, July 31st.  A draft schedule will be posted in advance of the commencement of the draft.

4) If you are unable to make a selection, you make designate a proxy (another poster) to make the pick for you.  Preparing a player list in advance would be a wise suggestion since the player you desire may not be there when your pick comes up.  DO NOT EMAIL LISTS TO THE COMMISSIONER.  HE WILL NOT PICK FOR YOU.

5) If you miss your pick twice, you are out.  We want active posters involved in the this draft.  Missing your pick delays the draft and backs everyone up.  In the event that a replacement owner cannot be found, the Commissioner will take over drafting duties until one is found.

6) If you do not draft at your designated time, the person picking next may pick right away and so on.  So please be in the draft thread ahead of time.   

ex)

If you're pick is posted as happening at 9:30 am, then you have until 9:31 am to make your pick.  After that, the following person can jump in and pick.  If the person before you drafting picks at 9:25 am, you can make your pick right away.



7) If an owner takes less than 10 minutes to make their pick, the next owner can draft before their designated time if they choose.  However, they are not required to pick until their designated time.

8) The draft board will be unlocked on Sunday, July 19th in the evening.  (Night before the draft starts)  At this point the Draft Interest Thread will be locked in order to try and mimimize draft related threads appearing in the "Latest Forum Topics".

9 ) A roster thread will be kept but will be locked and only be modified by the Commish and moderators.  It will try and be updated at the end of every draft day. 

Section 2: Trades 

1) A moratorium is placed on trades until Monday, July 13th at 9am.  Trades may be discussed among owners before then BUT there will be no trades announced until after the moratorium is lited.  Failure to comply with this will result in a penalty that could result in forfeiture of draft pick and/or other reprocussions.

2) All trades must be sent to the Commissoner for final approval. 

3) The Commissioner has the power to veto any trade at his own discretion. Trade proposals seen as detrimental to the competitiveness of the league may be rejected.  However, the Commish will listen to justifying cases from both owners if a trade is in question. 

4) Trades may involve trade picks and/or players.  Owners may also include "cash considerations" in the form of Tommy Points.  However, the cap on Tommy Points in any transaction is 10.

5) Discussion of the draft will also take place in the Chat.  It will allow for quicker trade talks with it's 'Instant message' function.  (make sure you can log onto the 'Chat')

Section 3: Communication

Section 4: Misc.

1) You are a GM of a real NBA team.  It is your job to run it like a real NBA team.

2) Any behavior that proves disruptive can result in the expulsion of an owner and may result in suspension or banishment from future Celtisblog drafts.  Also, any behavior that violates CelticsBlogs's Rules & Posting Guidelines will still be enforced.

3) Commish has a life outside of the CB Draft.  Therefore, don't expect much work from me on weekends and I may not always be available on nights.

4) Have fun. Don't take it too seriously.

ONE LAST IMPORTANT NOTE


Once you have read the rules, please respond back to the Commish stating that you have read and understand the rules and will abide by them. 

YOU WILL NOT BE ABLE TO DRAFT UNTIL YOU RESPOND TO THE COMMISH THAT YOU HAVE READ AND WILL ABIDE BY THE RULES!!

Today-Tuesday (July 31-Aug 4):  After the draft ends: Free agent signing period, along with add/drops, and trades.

Deadline for roster cutdowns, signings, and trades is Tuesday (Aug. 4) 11:59pm.  Rosters must be cut down to 15 players at that time and no trades will be accepted after that deadline.

Weds (Aug 5): Atlantic Division Press Conference

Thurs (Aug 6): Central Division Press Conference

Fri (Aug 7): Southeast Division Press Conference

Weds (Aug 12)- Pacific Division Press Conference

Thurs (Aug 13)- Eastern Conference Seed Voting

The week of Aug. 17 will entail the playoffs and category voting.  More details to follow

This year's playoff seed voting will be conducted this Thursday (13th) and Friday (14th). 

The process is going to be a bit different than prior years.  Everybody (owners & non-owners) are eligible to cast one ballot each.  The ballot will be cast in a public thread and the ballot will be a ranking system of each conference's teams.  First of all, the top three seeds will be the 3 division winners following by the best remaining teams ranked from 4-15. 

The reason for the public ballot is to try and alleviate some of the voting "inconsistencies" seen in prior years where some teams were deliberately tanked by other team owners.  The hope with the public ballot is to show some accountability on your vote.

Here's an example of what the ballot will look like:

One last note on the voting:

One you post your ballot, no editing will be allowed.  If a ballot is found to have been edited, it will be disregarded.

How are you going to deal with any ballots that exclude a team?  I.e., some GMs are saying they refuse to vote for NY at all.  Will any empty slot just be counted as a vote for last place?

I really hope it doesn't come to that and owners don't neglect any teams. Different owners had different activity levels and may have been limited in their participation due to certain life situations.  However, if they do vote that way, that team will receive a last place vote.

I urge owners not to neglect anyone, though.
