I don't think this makes sense for any of the three teams. Chicago is not taking on Westbrook's deal, no one wants that contract when he'd be disgruntled and unhappy with his situation.

I think they might go after Capella with Smart as they piece going out, but this isn't it. Houston isn't getting worse in such a move and Westbrook isn't going to be absorbed by a lottery team like the Bulls without a ton of sweetners.

Unless Morey is trying to get himself fired he isn't trading RW this year. He would seem foolish to do so after giving up all those picks.
Westbrook 3P% is a problem but it would not matter in the playoffs as much as everyones 3P% drops down in the post season.
I think they give it a go this postseason and see how the RW - JH duo works.

We just saw last year that it was a big problem in the playoffs. He was openly getting left alone by 8 feet and being clowned by the Blazers bench to take the shot in the playoffs!
