Does the $250 cap apply once the season starts?  Meaning, if I wanted to trade $120 to another team, and only take back $80, would that be okay if the receiving team was then pushed to a $290 total budget?

Also, in the rules it says something like "All Free Agents have a $5 salary for 2 years, unless cut during the season."  At the same time, there's a free agent bidding / auction system.  Does that mean we bid for the right to sign FAs for $5?

Once the auction is over you can go over the cap by any amount.  There will inevitably be a top heavy league with contenders loading up on overpriced players and rebuilders taking on quality low priced players and draft picks.

The only time you need to consider the cap is when making your keeper list before next season, and once the auction starts.

Also, in the rules it says something like "All Free Agents have a $5 salary for 2 years, unless cut during the season."  At the same time, there's a free agent bidding / auction system.  Does that mean we bid for the right to sign FAs for $5?

Players who are unsigned at the start of the season are $5/2.  Players cut after the season keep whatever contract they had. ex: If someone cuts Lebron at $80/2 though he retains that contract even though he's a free agent.  This was to prevent a tactic of cutting guys at the end of the season, and picking them back up at a $5/2 salary.

The FAAB (free agent bidding system) will take a little getting used to, but essentially the amount you bid has no bearing on the players contract, just on the likelihood of you attaining the player you bid on (the rules stated above hold true). The amount you bid does effect your FAAB budget for the season though.  You are only allotted $100* for the season.  So if you bid $99 to pick up Lebron from free agency you'll have $1 to spend on free agents the rest of the year. 

So let's say you bid $99 on Lebron (who inexplicably has been cut for the purposes of this example).  He would have a $80/2 contract not $99.

The FAAB is actually a lot of fun once you get the hang of it.
