How do we draft? Do we just start drafting randomly and we have like x amount of rounds or do we draft like badasses then funny guys and do it like that?

Standard serpentine draft, but the order you want to pick your guys is yours. Start with the bad guy. Or maybe the bad guy is the hero. Or maybe the hero is the bad guy who only became the bad guy when the bad guy became the hero. TOtally up to you.

Since we can't draft actors....what exactly is the rule for drafting real people that were played on tv? Like what if someone wants Spartacus from Spartacus or ...idk....Caligula from Caligula?

Well, it has to be post-1985, but go for it. Spartacus would be a valid choice.
