Any video editing advice?

The Fat Kid is in the college application process, and I need to provide game film to the football coaches.  Ideally, they want one full game, plus a highlight reel.

His high school coaches are providing every game on DVD, and making copies to send out is no problem.

Anybody have advice on the best/easiest/cheapest software to extract highlights from the several DVDs and make a new DVD?  The ability to put in title slides with game information and jersey color/number would be a great addition.

One other complication.  The PC I will use to do the editing has a DVD-ROM drive and a CD-RW drive, but not a DVD burner.  I will need to copy the completed edit to a portable hard drive and take the drive to another machine to do burn the DVD.  Any special considerations there?
