When other teams are looking for guys on minor perhaps even minimum contracts, the Lakers will be able to take guys like Bass at $7 million or Maxiell or $5 million with 9th-12th picks.

But in practice I think at least one owner will get budget-drunk and make some poor decisions because of it.
Since salaries come.into place, what about future draft picks? Also, do trades have to conform to the CBA? Do they matter?
