You want to prevent tanking just eliminate the age limits and extend the drafts to 4 rounds.

If that was the case, Victor Wembanyama would have been taken as a flyer 5 years ago. This would be a nonissue

This would make the Gatorade league even better too

First you need to adjust what contracts they would be able to get, who can suit up, and a good farm system before this takes place. Otherwise you're just taking away roster spots from better players who are NBA ready.

Which is difficult to do when these players can get good contracts out of the US. Maybe that's what we should focus on instead of an actual farm? Overseas partners. Do a some sort of cost sharing, NBA team retains rights (being able to call them back to US if/when needed), Overseas teams enjoy the revenue and talent while playing for them at a reduced cost to them.

They would easily be the worst teams in the NBA by a lot and just move back down immediately.

We know it when we see it, but how would the league define the conditions for tanking?

Relegating teams to the G-League, and vice-versa is never going to happen. However, what about tying this to the TV contract? If a team is found guilty of tanking, then they can no longer share in the TV revenue until a committee/commissioner agree that the team proved a commitment and evidence of improving. Again, how would improvement be defined?

Tanking doesn't happen without the owner's approval. I think this would make the owners accountable to themselves as a group. Also, in a situation like this, all 30 teams remain intact, which won't effect the fans or players.

Defining tanking is going to be really hard. As you said it's one of those things where we know a tanking team when we see one...Philly all but said they were tanking when they decided to field uncompetitive teams and sat out Embiid and Simmons for two years, they just rebranded it as "The Process". But what are the conditions that need to be met to define what a tanking team is?

If a team trades away all their vets and go all out with youth, is that tanking? What if they went with all vets and players with bad contracts? Because I'm pretty sure every player that gets on the floor for a team is trying to win, they're not trying to lose. And I doubt any coach is trying to lose. They need to then scrutinize the ways that the front office is trying to hamstring the team from winning.

The best way to end taking is to take teams’ money.  Finish in the bottom 3 (getting the best chance at winning the lottery), and your share of league revenue is reduced, getting split by the other teams.  Finish with the 4th or 5th worst record, and your revenue is reduced by a little less.

Teams can tank because league media deals and revenue sharing subsidize it, as the teams don’t make much gate revenue.  Subsidize tanking less, and you’ll see less of it.
