Thomas Whitmore (Bill Pullman) from Independence Day is a strong candidate.

David Palmer (Dennis Haysbert) was solid, but maybe a little reckless, on 24.

Tom Beck (Morgan Freeman) in Deep Impact.

Not so good:  Jack Nicholson in Mars Attacks.

Of people not mentioned, I think President Wade from Motherland, Fort Salem.  Obviously a really fictional world where witches are real, but I think she'd make an excellent President.
