Someone asked about this part of the constitution, so i figured I'd share the answer with everyone.
27. First round draft picks may be traded with protections. If protection is triggered, a second round draft pick must be conveyed instead.
28. Second round draft picks may not be traded with protections. Any team that trades a protected first rounder may not also trade a second round pick during the regular season.
It hasn't been an issue in a couple of years, but a few GMs a few years back were getting overly complicated with the protections they were placing on picks that were ending up in the late 2nd round.
So these 2 rules were passed.
Basically teams can trade a 1st round picks with protections but unlike the real NBA where those picks jsut get rolled over to the next year if the protection is met, the fall back in our league is another pick or a 2nd rounder.
Examples:

(A) GC trades Rudy Gobert --> Utah trades #1 pick (top 3 protected) If not otherwise stated the pick GC would get if Utah's #1 was 1,2 or 3 is Utah's 2nd rounder.In this case Utah cannot trade it's 2nd without renegotiating the protection on the 1st rounder it's promised GC.
Likewise Utah could not make this deal with GC if it did not own a 2nd rounder as the fall back.
(B) GC trades Rudy Gobert --> Utah trades the lesser of Utah's and Champkind's #1 picksIf a team owns mulitple picks they can offer the better or lesser of the picks as a condition; If they subsequently try to move a pick so protected, they have to clear it first with the team getting the choice (in this case GC would have to agree to get Champkind's pick outright if Utah wanted to move it's pick in a subsequent deal.)(C) Utah trades Mike Muscala --> GC trades a top 35 protected 2nd rounder This is NOT allowed. A 2nd round pick can only be involved outright in a trade. The only exception is if a team owns multiple 2nd rounders they may trade the better or lesser of those picks but (as in the example above) if they subsequently try to move a pick so protected, they have to clear it first with the team getting the choice
