IMO, this trade is a win for both teams.

Bulls get to audition Fultz as their primary playmaker for the rest of the season. If they don’t believe Fultz is their guy, he along with Harris & Ingles can be off their books for the 2024-25 season. This gives their GM the option to blow up their roster & tank to prevent their pick conveying to the Spurs (2025 pick is protected 1-10).

The Magic get LaVine, who they hope will return to his previous all-star levels.
