Teams that have been eliminated from the playoffs -- meaning everyone but the Lakers and Magic -- can complete trades now.  However, they can't trade any player that could potentially become a free agent.

The new league year starts July 1.  Teams are restricted from making trades from July 1 until July 9, at which point they'll be eligible to make trades again until next February's trade deadline.
