I understand that If the Celtics extend a qualifying offer to Terry Rozier and another team offers him a contract, the Celtics have the option of matching the contract to keep him. However, i'm curious if they were to match another teams offer and retain him, are there any stipulations when it comes to trading him? Can they immediately trade him once signed to a team like New Orleans if they wanted him or is there a waiting period?

Based on the current CBA it appears they can't trade him for a year unless he agrees to be traded, and not in a sign-and-trade transaction:

If a team matches an offer sheet and retains its free agent, then for one year they cannot trade him without his consent, and during that year cannot trade him at all to the team that signed him to the offer sheet. They also can't trade the player in a sign-and-trade transaction (see question number 92). A restricted free agent's resulting contract (whether with the new team or the contract is matched by the player's prior team) cannot be amended in any manner for one year.

But even with his consent, they couldn't trade him until December 15th. This prevents teams from signing players they want to use in a sign and trade as outgoing salary.

The waiting period for newly signed draft picks is only 30 days, though, so that is why you often see trade packages including picks (and their salaries) from this upcoming draft.

This is incorrect. He can be traded immediately, it is not an entirely contract. The only stipulations are outlined above ie his consent and not to the team that extended the offer.

So if a team like Orlando offered him a contract worth $15M/Year and the Celtics decided to match, they could immediately trade him to say New Orleans as long as he agrees? He wants to start, so that shouldn't be hard to do...

They can't use him in a sign-and-trade which is what I think is what you are asking. A sign-and-trade needs to be completed in 48 hours after the contract is signed and the contract includes language that voids it if the trade does not occur.

One of our CBA experts should be able to confirm if this is the case.
