There’s no penalty for being under the floor.  It just means the players on OKC agent paid the difference to bring OKC to the minimum.

Assuming Jaylen doesn't make any of his bonuses, the C's are approximately $850k above the tax (I've seen this number and $866k reported.  My spreadsheet has the former on it.)  However, Jaylen has a bonus that he can reach solely by appearing in enough games, which would elevate the C's to being approximately $1.3 million above the tax line. If he misses three more games, he wouldn't reach that bonus, but the C's will likely operate as if he is reaching that.
