The 2-way contracts are a mechanism available to teams.  May as well try to make he most of them.  There is a huge amount of parity in the players that either just make it in the NBA or just don't.  Most 2-way players probably won't make it but a few will.  I have no idea who specifically the Celtics should fill these slots with.  Begarin for example, this may be a great way to accelerate his development.  It also seems like a good way to start to develop a young big.  Many big don't show really development until later when they are physically more mature.
