The alleged link is actual in game live betting that you can now do at an arena. So as the game moves along the odds change and you can bet, and because you can do it legally from your phone now, people in the arena can do it now when they couldn't before.
Eh as someone that does this, this is not a super common type of betting. Only a handful of sites even offer live props and they are very very heavily juiced because they have to cover their bums because they can lose huge if you see jokic get injured and people slam his unders (I have done this before, but it is very hard to do and they move lines lightening quick). Very few people even attempt to do this, because unless you really know what you are doing the books will basically free roll you. Kind of like playing a casino at the airport.
If you are trying to bet a team to win or the total live you often have to try to get the bet in like 5-8 times because the lines are moving so fast that your bets constantly get canceled over odds changes. On top of that, there have been betting apps on smart phones in every state for about 10 years that were not quote un quote "legal" but nobody has ever gone to jail for using them. Bovada and Sportsbook still had their odds presented all over the place and they were very commonly used.
All in all, it is a really bad take by Woj, especially given these events often happen in states that don't have legalized gambling yet (which is currently I believe is only about 20 states, maybe a little less).
