Is my TV too old to run PC games on Max settings?

So i've bought a new PC and I'm trying to play Grand theft Auto to test out how good the graphics can get...
And it seems like I can't improve the graphics anymore than 800x 600 because 'my system cannot handle these settings or is at near maximum output'.
Problem is it also says it's using 15% of it's capabilities.
My TV is only 720P max and not true high definition.

If my TV is limited to 720P would that limit the output my computer will attempt to improve the graphics?
