Per Lowe:  cap estimates for 19/20 and 20/21 are 109M and 116M respectively.

Those seem very optimistic. It didn’t even jump $3 million this season (after last year’s cap falling short of the projection). To jump nearly $8M and then another $7M seems ambitious.

The NBA planned it out with the Refs to make all playoff series go 7 games.

Not really.  The lack of increase this year is because last year was artificially inflated due to the jump form the media deal and player salaries taking a year or two to catch up.  Because players are guaranteed at least 49%, the underage for a couple of seasons got added to the cap.
