What about Marcus, Horford or KI?

I'd say they don't want to tire Kyrie out. No Rozier should not be running the offense unless you love hero ball.

I know Rozier get hot at times, but when he's going bad he is really wild and he leaves teammates in a  terrible position to bail him out.
