who is the announcer? are they using Thunder's home feed?

Yes, that's generally how NBA TV broadcasts work. Usually always use the home team's announcers.

I think the team looks lackadaisical.

SGA will be a perennial All-Star beginning in the next 1-2 seasons.  He was integral to the Clippers surprise playoff appearance last season as a rookie.
