I know it will be hard to beat 1991 with the New Kids on the Block and 1992 with Gloria Estafan, Brian Boitano and Dorothy Hamill, so maybe just focus on the modern era and skip all the marching bands.

Here's some help

http://en.wikipedia.org/wiki/List_of_Super_Bowl_halftime_shows

I'm going

#1 U2
#2 Janet Jackson
#3Aerosmith, Brittney and NSync - never thought it would work but it did
#4No doubt
#5 Paul McCartney
#6 Tom Petty

With The Who as worst

Also the Rolling Stone was clearly the beginning of the "Hmmm. Maybe people over 65 isn't a good idea. This could get ugly" era with complete confirmation coming the next year with the Who.

Still processing how the Black Eyed Peas didn't work.

They set the bar so high I've been grading everything in comparison to that since then. I should really stop because it was a once in a lifetime thing and has lead to a lot of disappointment. I should use Paul McCartney as my bar.

U2 is the best for me.  After that I have Prince and then Aerosmith/Nsync/Brittney Spears/Nelly/Mary J Blige.  I didn't think it would be entertaining, but it was a great mix.  I'd like to see them do more things like that now.
do it

Agreed.

I thought Tom Petty did a good job as well.

The Who was easily the most depressing.  My daughter was reminiscing about that act as "the old guy spinning his arm round and round his guitar".  Pete Townshend's one of my all time favorite musicians, but that was indeed a pretty lame act.
Yup

I am so disinterested in the SB half-time show that I hardly ever watch.  So, I have to go with McCartney since I did watch that one.

I think when I was younger it was marching bands -- particularly liked UTEPs.  ::)
